Ultraman: S1 E24 - The Undersea Science Center Ultraman

Undersea Center was constructed for the development of the ocean floor resources. SSSP took charge of escorting Yoshimura, a President of the Science Public Corporation, and the special guest Jenny to the center who were to attend the commisioning ceremony. However, the lifeline pipeline got damaged, moreover, the center dock flood, and they got confined. It was the work of the monster Gubila which inhabits the deep sea!
